Committee and Commission

1. Richey Commission 

In 1926, the Government of India appointed a Committee under the Chairmanship of Mr. J.A. Richey, to suggest measures for reorganising the administration of the Library. This Committee, recommended among other things, that the Imperial Library should be declared as a copyright depository Library. This recommendation was followed up by the successive librarians, Mr. Chapman and Khan Bahadur K.M. Asadullah. 

2. Fyzee committee

The Government of Bombay appointed a committee in 1939 under the chairmanship of Mr. A. A. A. Fyzee for the purpose of exploring the possibilities of the establishment of a Provincial Central Library in Bombay as well as three Regional Libraries at Ahmedabad, Poona and Dharwar. 

The committee submitted its report in 1940 and out of the recommendations of the Fyzee Committee, one central library, three regional libraries and 15 district libraries were set up. 


3. Radhakrishna Commission > The Commission submitted its report in 1949. One of its recommendations was to establish a University Grants Commission on the general model of the University Grants Committee of the United Kingdom with a full time chairman. 

The University Education Commission was set up in 1948 under the chairmanship of Dr. S. Radhakrishnan observed the importance of libraries in the fulfilment of the objectives of higher education and stated that "the library is the heart of all the university's work".

Note This Commission is Also Called University education Commission. 

• The commission recommended that 6.25 % of the total budget of the university or Rs. 40 per student should be spent on libraries. The Commission also recommended non-recurring grants once in five years to cope with the arrears of books and journals. 

4. UGC Library Committee : The Committee popularly known as Ranganathan Committee. Other members of the committee were Prof. S. Bashiruddin, K. S. Hingwe, B. S. Kesavan, and S. Parthasarthy. 

The Committee submitted its report in 1959 suggesting several measures to improve the conditions of libraries including a fund granting formula as to Rs. 15 per student and Rs 200 per research scholar and teacher. 

On the recommendation of the UGC Library Committee 1957 (Ranganathan Committee), a Review Committee on Library Science was set up in 1961 under the chairmanship of Dr. S. R. Ranganathan with the objectives to recommend standards for teaching, examination and research in library schools, 

prepare the curriculum for various level courses in library and information science, and decide the entrance qualification of the students of each course. The committee submitted its report in 1962. 


However, the report of the review committee which was the first exhaustive document on library education in India, published in 1965 by UGC entitled 'Library Science in Indian Universities' contained a detailed review of library science education in India. ` 

5. Sinha Committee (1957) 

The Advisory Committee for Libraries set up by the Government of India described the situation of public libraries in the country as dismal and called libraries in most cases, "a stagnating pool of books", because new books were not added regularly. 

The Government of India appointed a committee in 1957 under the chairmanship of Dr. K. P. Sinha, to report on the status of public library development in the country. The Committee is also known as "Sinha Committee' which submitted its report in 1959. 

6. Kothari Commission 

▸ The Commission is popularly known as 'Kothari Commission. Apart from the other suggestions, the commission suggested a per capita method 'a university should spend each year about Rs. 25/- for each student and Rs. 300/- per teacher. 

However, as per Proportionate Method, Kothari Commission recommended "6.5% of educational budget as reasonable expenditure on libraries. But this could vary, say from 6.5% to 10%, depending on the stage of development of each university library." At the early stage of development, the percentage may go up to 10 %. 


7. Wadia Committee
Wadia Committee (1967): In order to examine the working and organisation setup of university libraries and current techniques of training in library science, the UGC constituted a review committee under the chairmanship of Prof A. R. Wadia in 1967 

which gave a comprehensive detailed report for the proper and efficient organisational setup for the working of the university libraries and also for the introduction of Master of Library Science 

course in the Indian Universities 

8. Lal Committee 

Lal Committee (1970): In November 1970 the UGC appointed a committee under the leadership of Prof A.B. Lai, Vice-Chancellor of Allahabad University. 

It recommended and reported by assessing the present facilities for the M.Lib.Sc. course and to take recommendation for their further development with special reference to the quality of training and expansion of enrollment in relation to the library needs for training personnel in the field. 



9. Bhore Committee 

> Bhore Committee, known as the [Health Survey & Development Committee], was appointed in 1943 with Sir Joseph Bhore as its Chairman. It was a health survey taken by a development committee to assess the health condition of India. The committee submitted its report in 1946. 

10. Dr. B. Shankaran Committee (1979-1981) 

> Dr. B. Sankaran Committee ( 1979-1981) was appointed by Union Ministry of Health and Family Welfare to study the 'improvement of Health Science Library Services in India' 

which submitted its report in 1981, recommending the evolution of an effective and efficient library and information services network for the country which later came to be known as HELLIS network (launched in 1982). 

11. Damodaran Committee [1970]

In early 1970, the Government of India constituted a "Special Committee for Reorganization and Development of Polytechnic Education" under the chairmanship of Prof. GR. Damodaran and the report was submitted on Feb 28.1971. 

The Damodaran Committee report on polytechnic education was an exhaustive report stressing the need for coordinating polytechnic education with industry, making qualitative improvement and planning polytechnic education based on proper manpower estimates, 



12. Curriculum Development Committee [CDC) (1990) 

The First [Curriculum Development Committee] (CDC) in LIS was appointed by the UGC in 1990 under the Chairmanship of P.N. Kaula 


The report of the committee was published in 1992 under the title Report of the Curriculum Development Committee on Library and Information Science. The most important contribution of the committee was the formulation of new curricula with core courses and optional courses and strengthened LIS departments adopting new educational teaching aids. 

13. UGC Curriculum Development Committee on LIS (1997-2001) 


>The UGC constituted three groups of experts under the chairmanship of Dr. C. R. Karisiddappa in early 1997. The Committee submitted its report in the year 2001 under the title 'UGC Model Curriculum, Library and Information Science'. 

The highlight of the report was the recommendations of an integrated approach to LIS education with a two year Master's degree curriculum giving freedom to individual universities to opt for one year BLIS and one year MLIS mode. 

14. Mehrotra Committee (1923) 

The UGC appointed a Committee on December 24, 1983 under the Chairmanship of Professor R. C. Mehrotra, Emeritus Professor, Rajasthan University, Jaipur to consider the revision of pay scales, career/ professional development and service conditions of teachers in the universities and colleges. 

In October 1985, the UGC in consultation with the Government of India, requested the Mehrotra Committee to consider the revision of pay scales of Librarians and Directors of Physical Education too. The Committee submitted the report on revision of pay scales of Librarians to the UGC on September 3, 1986. 


15. Planning Commission (1983-84) 

The Planning Commission had set up a Working Group on Modernisation of Library Services and Informatics for the Seventh Five Year Plan (1985-90) under the Chairmanship of Dr. N. Seshagiri, Additional Secretary, Department of Electronics. 

The Working Group suggested developing a computer network interlinking all special libraries in India by 2000 A.D. 

> NIC (National Informatics Centre) 

> Dr. N. Seshagiri, the founder and first Director of NIC (National Informatics Centre) was appointed as the chairman of Working Group on Modernization of Library Services and Informatics set up by the Planning Commission in 1983 which submitted its report in 

1984. 

16. Parry Committee [UK 19671 


The University Grants Commission appointed a committee under Thomas Parry to go into the working of university libraries in Britain. The Committee Report published in 1967, drew the attention of the Government to the absence of a true apex to the library system in the country and recommended the establishment of a British National Library. 

>The British Library Act, 1972, was passed and came into operation on July 1, 1973 

17. Select Committee [UK - 1849 1850 

[Select Committee] 1849-1850 With the efforts of William Ewart, a member of the British Parliament a proposal was presented in the parliament in 1849. 

and a Select Committee under his chairmanship was constituted for the enactment of library legislation in Great Britain He with the help of Edward Edwards and Joseph Brotherton introduced the Public Libraries Bill in the parliament in February 1850 and it received the royal assent on August 14, 1850. This was the first library act in the world. 

18. Adams Report /1915 

Adams Report 1915: The Carnegie Trust requisitioned the services of Dr. W.G.S. Adams to report on the working of public libraries. The report appeared in 1915 suggested measures for the improvement of public library services. 

The report helped to bring amendments in the Public Library Act in the UK in 1919 which made provision for the establishment of country library authorities, permitted the development of urban library services by removing the rate limitation of one penny rate for England and Wales. 


19. Kenyon Report / (1924-1927) 

Kenyon Report (1924-1927): In the year 1924 the Board of Education, Great Britain appointed a committee under the Chairmanship of Sir Frederic Kenyon, Librarian of the British Museum to look into the adequacy of public library services. 

> The Report submitted in 1927 was popularly known as the Kenyon Report. The Report noted that 96:3 percent of the population of England and Wales were covered by the library authorities. 

It gave details about the per head expenditure, circulation figures, nature of demand for books, wasteful expenditure on reading rooms serving mainly newspapers and magazines and many other interesting details. 

20. McColvin Report [1941-421 

McColvin Report 1941-42: In the year 1941, the Library Association, UK commissioned its honorary secretary, Lionel R. McColvin, City Librarian of Westminster, to undertake a survey of the prevailing conditions and the future needs of the public library service in the country. 

The Carnegie Trust met the cost of the investigation. By the spring of 1942, McColvin completed his survey and presented the report. 

21. Roberts Report [1957-19591 

> Roberts Report 1957-1959: Minister of Education appointed a committee under the chairmanship of Dr. S.C. Roberts to consider the structure of public library service, and to advise possible changes in the administrative arrangement of public and other libraries. The report was submitted in 1959. 

22. Mudaliar Commission 

Note - Formed by - Ministry of Education, Government of india. 


▸ Mudaliar Commission is an education commission set up with the aim of examining the system of secondary education in India. It is also called the Secondary Education Commission which came in 1952-53 by Dr. A Laxman Swamy Mudaliar [Vice-Chancellor of Madras University]. 


► Note - Mudaliar Commission is Related to the Academic library. 

23. Indian University Commission 


► The Indian Universities Commission was a body appointed in 1902 on the instructions of Viceroy of India Lord Curzon intended to make recommendations for reforms in University Education in India. 

Appointed following a conference on education at Simla in September 1901, the commission was led by Law member Thomas Raleigh and included among its members Syed Hussain Belgrami and Justice Gooroodas Banerjee. 

> Note - it is also Called Raleigh Commission. 

Note - This commission Excluded Primary Education Completely and Emphasised Upon Higher education Only. Later on, This Became or Passed as Indian University act, 1904. 

24. Sadler Commission / [1917] 

Sadler Commission, also known as Calcutta University Commission was appointed in 1917 after its chairman Dr. Michael E. Sadler, [Vice-Chancellor of the University of Leeds] 

The commission included Indian members, namely Sir Ashutosh Mukherjee and Dr. Ziauddin Ahmad. 

>University librarian is not less than a professor in any respect and should be treated like a professor in the same position and service - Sadler Commission 

Sadler Commission 

25. Hunter Commission [1882] 

The Hunter Commission, officially known as the Indian Education Commission, was established in 1882 and was the first education commission in modern Indian history. The Commission issued its report in October 1883, and its thirty-six recommendations for primary education gave it a boost in its slow progress. 

>Note - this commission was Presided by Sir William Hunter. 

>The Hunter Education Commission was a commission appointed by Viceroy Lord Ripon with the goals of investigating complaints about the non-implementation of the Wood's Despatch of 1854, the current status of elementary education in the British territories, and suggesting ways to extend and improve it. 

26. Committee on National Network System for Universities / Libraries [INFLIBNET] (1988) 

INFLIBNET is a main part of Networking. In 1988, UGC formed a committee Under the Chairmanship of Prof. Yashpal to know the details of Universities's Information Library Networking System. The Report was Published in 1988 with a Proposal for the Establishment of an Information and Library Network. 

27. Rastogi Committee (1997-98 


> Rastogi committee Was Constituted by UGC Under the Chairmanship of R.P. Rastogi. The Purpose of this Committee to Consider the Revision of Pay Scales and Career Advancement of the Academic Staff of the Universities and Colleges.
